The Administrative Observer 4.16 update

This update corrects issues related to errors that occur when syncing Pocket PC and Windows Mobile devices.

This update also corrects "File in Use" errors that occur when saving observations as preferences.

This update requires that version 4.03 or later be installed on the desktop computer.

This update places an updated version of the Palm handheld software correcting Palm registration and password issues.
